504.06 Student Activity Program
Students will have an opportunity to participate in a school activity unless the activity is not offered or the student cannot participate for disciplinary reasons. If the activity is an intramural or interscholastic athletic activity, students of the opposite sex will have a comparable opportunity for participation. Comparable opportunity does not guarantee boys and girls will be allowed to play on each other's teams when there are athletic activities available that will allow both boys and girls to reap the benefits of school activities, which are the promotion of additional interests and abilities in the students.
With permission from a parent or guardian, an eighth-grade student may participate in interscholastic athletic contests or competitions at the high school level. An eighth-grade student who participates at the high school level cannot also participate on an eighth-grade team in the same sport during the same season. Students may not compete in both programs during the same sport season. Any eighth-grade student participating in high school athletics must meet the annual athletic physical examination requirements applicable to all student athletes. The superintendent, in collaboration with the athletic director, will develop administrative regulations and procedures necessary to administer this policy.
Student activity events must be approved by the superintendent unless they involve unusual travel expense, in which case the board will take action. The events must not disrupt the education program or other school district operations.
A high school student who participates in school sponsored athletics may participate in a non-school sponsored sport during the same season with approval of the high school principal.
Such outside participation shall not conflict with the school sponsored athletic activity.
It shall be the responsibility of the superintendent to develop administrative regulations for each school activity. These regulations shall include, but not be limited to, when physical examinations will be required, how and when parents will be informed about the risk of the activity, academic requirements, and proof of insurance on the student participating in certain activities. Students wanting to participate in school activities must meet the requirements set out by the school district for participation in the activity.

504.06 R1 Eight Grade Participation in High School AthleticsThe North Linn Community School District recognizes that participation by an eighth-grade student in a high school athletic program is an exception to the traditional grade-level athletic experience and shall occur only when it is determined to be educationally and developmentally appropriate for the student and beneficial to the overall athletic program. It is the district's preference for students to participate at their grade level unless there is a compelling educational or programmatic reason for high school participation.
Decision-Making Process
The decision to allow an eighth-grade student to participate in a high school athletic program shall be initiated by the head coach and made collaboratively by the head coach, athletic director (or designee), the student's parent(s)/guardian(s), and the student. Prior to participation, a meeting shall be conducted to review the expectations of high school athletics, discuss the anticipated role of the student, and determine whether participation is appropriate. Whenever possible, decisions should be reached through consensus.
Considerations
In making a determination, the team may consider factors including, but not limited to:

The student's athletic readiness, skill level, physical maturity, and emotional readiness.

The student's ability to meet the academic, behavioral, attendance, and time commitments expected of high school student-athletes.

The anticipated demands of the high school season, including but not limited to practice schedules, contests, weekend events, travel, film study, and other team expectations.

The anticipated role of the student within the high school program. Generally, eighth-grade participation should occur when the student is expected to make a meaningful contribution at the varsity level or when participation on a junior varsity team serves a legitimate program need while providing appropriate competitive opportunities. The determination of a student's anticipated role shall be made by the head coach in consultation with the athletic director.

The educational, developmental, and programmatic interests of both the student and the district.
Participation by an eighth-grade student shall not be considered automatic based solely on athletic ability, nor shall it be considered an annual entitlement.
Parent Communication
Prior to the student's participation, the parent(s)/guardian(s) and student shall acknowledge their understanding of the expectations associated with participation in a high school athletic program, including the increased commitment of time, travel, competition, healthcare requirements, and team responsibilities.
Dispute Resolution
If consensus cannot be reached regarding an eighth-grade student's participation, the superintendent shall review the information provided by the parties and make the final administrative determination. The superintendent's decision shall be final and shall not be subject to further review by the Board of Directors.
