The North Linn Community School District recognizes that participation by an eighth-grade student in a high school athletic program is an exception to the traditional grade-level athletic experience and shall occur only when it is determined to be educationally and developmentally appropriate for the student and beneficial to the overall athletic program.  It is the district's preference for students to participate at their grade level unless there is a compelling educational or programmatic reason for high school participation. 

Decision-Making Process

The decision to allow an eighth-grade student to participate in a high school athletic program shall be initiated by the head coach and made collaboratively by the head coach, athletic director (or designee), the student's parent(s)/guardian(s), and the student. Prior to participation, a meeting shall be conducted to review the expectations of high school athletics, discuss the anticipated role of the student, and determine whether participation is appropriate. Whenever possible, decisions should be reached through consensus.

Considerations

In making a determination, the team may consider factors including, but not limited to:

• The student's athletic readiness, skill level, physical maturity, and emotional readiness.

• The student's ability to meet the academic, behavioral, attendance, and time commitments expected of high school student-athletes.

• The anticipated demands of the high school season, including but not limited to practice schedules, contests, weekend events, travel, film study, and other team expectations.

• The anticipated role of the student within the high school program. Generally, eighth-grade participation should occur when the student is expected to make a meaningful contribution at the varsity level or when participation on a junior varsity team serves a legitimate program need while providing appropriate competitive opportunities. The determination of a student's anticipated role shall be made by the head coach in consultation with the athletic director.

• The educational, developmental, and programmatic interests of both the student and the district.

Participation by an eighth-grade student shall not be considered automatic based solely on athletic ability, nor shall it be considered an annual entitlement.

Parent Communication

Prior to the student's participation, the parent(s)/guardian(s) and student shall acknowledge their understanding of the expectations associated with participation in a high school athletic program, including the increased commitment of time, travel, competition, healthcare requirements, and team responsibilities.

Dispute Resolution

If consensus cannot be reached regarding an eighth-grade student's participation, the superintendent shall review the information provided by the parties and make the final administrative determination. The superintendent's decision shall be final and shall not be subject to further review by the Board of Directors.
